Personally as far as the grand scale of things goes (though I'm speaking obviously in a non-canonical capacity as I'm a freelancer who wrote a bunch of cosmology and I'm not Paizo staff who have final word): There are multiple conflicting histories from the perspective of different outsider races and gods. The higher manasaputras existed before the current multiverse, but they may not have directly interacted with this one until mortal (material) life emerged. The aeons were probably around from very early on (though word of James Jacobs is that they probably postdate qlippoths and proteans). These might initially have been proteans themselves, but the Maelstrom could also change them into other forms of life and produce new forms spontaneously. The Maelstrom probably had things that looked like plants and animals (and mixtures of both, and a whole lot of stranger stuff etc.). souls and bodies formed into inseparable wholes. In the early ages, I think all living things would have been outsiders, i.e. Most sources (according to the Great Beyond) agree that the rest of the Outer Sphere emerged from the Maelstrom after the Abyss was created/discovered. The Maelstrom and the Abyss either always existed in this multiverse or spontaneously emerged very early on. The Positive and Negative Energy Planes probably came first and may be eternal. The Prime Material and the elemental planes are relatively recent in cosmological terms. (It's also possible that the early gods came from planes that had earlier separate existence, just as the Abyss might have done.) There's also Asmodeus's claims to primordial origin, if you take that story at face value.
